Answer
The breakdown current depends on PCB design which is influenced by temperature rise of electrified conductors in respect to safety.
(The narrower the conductor width, the higher the temperature rise. In addition, the lower the circuit height, the higher the temperature rise will be.)
In general, we recommend the breakdown current to be within ten degrees or less and define the conductor width accordingly.
